THE Kampung Baru Detailed Development Master Plan 2020 (PITPKB), which will be the basis for the redevelopment plans in the area, will soon be submitted to the Federal Territories Ministry to be included in the Kuala Lumpur Draft Plan 2020.
Kampung Baru Development Corporation (PKB) chairman Datuk Astaman Abdul Aziz said the plan was in line with Kuala Lumpur City Hall's (DBKL) planning requirements.
"The master plan will see a new Kampung Baru that fits in well with the rest of the city," he said during a press conference, adding that they had also carried out "turun padang" programmes in seven villages in the area.
He also said that out of the 5,800 landowners, they had received feedback from 3,700.
"These 3,700 owners represent more than 90% of the land to be redeveloped. Out of these, 88% have indicated agreement with the master plan," he said, adding that there were a total if 1,100 plots in the whole area.
According to Kuala Lumpur mayor Datuk Seri Ahmad Phesal Talib, the PITPKB had met the legal requirements for it to be effective.
"Among the requirements is a display of the plans for a month and holding hearings with every single owner of the lands involved," he said.
He added that Kuala Lumpur City Hall (DBKL) remains the planning authority and their approval was still necessary for any development in the area.
"However, all development applications must be submitted to PKB who will check it against the master plan and then submit it to us for final approval," said Ahmad Phesal.
He also said DBKL would "fast track" the approval process and every complete application would be processed within 14 working days.
Among the major plans included in the master plan is the division of the large tract of land totalling 121.4ha into three separate areas.
"Each of these areas will be developed using a different strategy. The main area is some 78ha where comprehensive redevelopment will take place, including community facilities and a vibrant as well as high-quality city environment," he said, adding that this would be known as Zone B.
Owners in this area will be engaged in discussions to work towards a transfer of development rights.
"Ideally, we want everyone to agree to transfer their rights so that we can fully unlock the land value potential through large projects.
They will remain shareholders under a trust. We are currently looking for a company to take up that role," he said.
This area will also practise transfer of plot ratio, where the ratio not used on one lot can be transferred to a second lot thus increasing the plot ratio of the second lot.
Ahmad Phesal also announced that the plot ratio for Kampung Baru was 1:10.
Another smaller area, known as Zone C, measuring some 14.4ha that include the Chow Kit wet market, will have better infrastructure and other general upgrades, including a brand new market.
As for Zone A, totalling some 28.4ha, joint ventures and other forms of land consolidation will be considered.
Astaman said some owners in the area with larger plots of individual land, including UDA Holdings, have already been encouraged to start redevelopment plans.
"We are also calling a lab comprising various experts and architects to come up with guidelines that will determine the bulding designs of Kampung Baru's redevelopment. We want to ensure a strong Malay and Islamic stamp on it," he said.
Astaman, however, said there was still plenty to be done before the larger developments can start.
"We hope the infrastructure and public facility plans for the area can be started under the 10th Malaysia Plan and carry on into the 11th," he said.
It is understood that this includes the construction of the Kampung Baru Convention Centre, Integrated Islamic Complex, a mini stadium and sports complex, shaded walkways, Masjid Jamek Kampung Baru landscaping and other general infrastructure improvements.
Astaman also said that the Malay Agricultural Settlement, which previously handled the administration of the area when it first started in 1900, will now play a social role in the development of the area.
Ahmad Phesal said DBKL was also looking into launching a tourism package to encourage visits to Kampung Baru that in turn should improve the area's image and therefore attract investors.
